Serious cuts the theme at county budget meetings
By Lindsey Kovacevich, KPIC NewsROSEBURG, Ore. -- County budget meetings got underway Monday, with department heads revealing their proposed budgets for the next fiscal year. Commissioners and the committee have told departments to design the next budget with a 10% cut. Chief Finance Officer, Sandra Correll, says the fiscal 2010 budget totals just over $155 million with 749 full time positions, which is a drop from this year at over $164 million with about 807 positions. "This budget reflects the county certifying its permanent tax rate of $1.11 per thousand. All property taxes received by the county are used for public safety. These revenues represent approximately 7% of the county's total budget and 40% of the revenues supporting public safety." The safety net has been reauthorized for an additional four years at reduced annual amounts. Sheriff John Hanlin spoke about how his department made the 10% cuts, and how that is obviously going to affect sections within the department, and having to cut seven positions. "Since 2003, we have reduced positions from 144 full time employees to 130 full time employees. Douglas County's population continues to climb as you know, and unemployment has reached an all time high. And, unlike most businesses, the business of law enforcement and public safety does not slow down during a poor economy." Hanlin said if there was another 10% cut for the following fiscal year that they would have to cut five more positions and would not be able to have 24-hour patrol. |
