ROSEBURG, Ore. -- A Roseburg man was arrested Tuesday, after police say he stole a taxi and hit another vehicle at the Love's truck stop in the Green District.

Jose Ramon Garcia, Jr., 34, was arrested after police located the taxi he was driving at the intersection of Roberts Mountain Road and Roberts Creek Road, and determined he was not a taxi driver.

Garcia was charged with DUII, Hit and Run, plus Unauthorized Use of a Motor Vehicle.

Officers say a screwdriver was found in the drivers seat and the ignition appeared to be tooled.

They say Garcia had a .21 blood-alcohol level.
