Roseburg council debates one member's absences
By Dan Bain KPIC NewsROSEBURG, Ore. -- The Roseburg City Council decided Monday night that one of the councilors had not violated the absence rule and decided not to declare a vacancy on the council. The council debated whether Steve Tuchscherer had violated the absence rule, which is that councilors are not allowed to miss four meetings in two months. Mayor Larry Rich said they don't really have any hard fast rules that govern whether a councilor's absence is excused or not. "We never really evaluated and said 'yes you're excused or not you're not excused.' We've never consented to anybody's (absence), so what does that really mean? We've never evaluated somebody's excuse to see if you're approved or disapproved. We've never had one where we determined how do you notify somebody?" The council declared that Tuchscherer had not violated the rule, although he was close. Councilor Rick Coen said he didn't have a problem with Tuchscherer missing meetings, but it was why he missed them. "My biggest concern with Steve was, when he said in an e-mail that he was no longer going to show up until there was something of interest. That one I disagreed with, and I talked to Steve and I said that I felt that you signed up and have an obligation to represent your ward and to represent your city." Coen did say that as long as he was not over the 60-day limit he had no problem with him remaining on the council. Tuchscherer did not respond during the discussion. The council decided not to declare the position vacant. The council also approved $80,000 to purchase new police vehicles to replace ones that had been wrecked in the past year. They also approved the West Avenue redevelopment plan off Chestnut Street. The plan will re-zone a portion of the area for industrial use but leave the residential areas that are already there. |
