Drug officers arrest man accused of heroin dealing

WINCHESTER, Ore. - A Winchester man has been arrested on heroin charges and police say he was a significant local heroin dealer.

Douglas Interagency Narcotics Team officers said they served a search warrant on March 12 at the residence of 24-year-old Seth Roggi, on Clarice Street in the Saddle Butte Estates area of Winchester, after finding  evidence of the heroin trafficking.
 
Officers said the warrant was the result of a several month-long investigation into drug trafficking by Roggi, and DINT developed information that Roggi was frequently traveling to Portland to purchase dealer amounts of heroin to sell in the Roseburg area. DINT undercover officers  had purchased heroin from Roggi through an informant.
 
When the warrant was served, police said they found 4 grams of heroin, scales, packaging materials, and syringes.  Roggi was arrested for Unlawful Delivery and Possession of a Controlled Substance.
 
Robert Tiller, 24,  who was also at the home when the warrant was served,  was arrested for Frequenting a Place Where Drugs are Used or Sold.
 
Ryan McCright,24, who also lived at the residence, arrived while DINT Detectives were still searching the residence. DINT Detectives said they found a ½ gram of methamphetamine and a meth pipe in his pocket. He was arrested for Unlawful Possession of Methamphetamine.
 
While police were at the home, they say a customer of Roggi's texted his phone, asking to buy some heroin.  Lawrence Claypool, 42, and Jeanne Spinner, 56, both of Roseburg came to the residence and tried to buy heroin from a DINT Detective. They were cited for Conspiracy to Possess Heroin and released due to medical concerns.
 
Seth Roggi was charged with Unlawful Possession of Heroin and Unlawful Possession of MDMA (Ecstacy).
