Man convicted of double murder paroled after 24 years

SALEM, Ore. - Friday morning at 7 a.m., convicted and admitted killer Raymond Roy walked out of the Oregon State Penitentiary in Salem a free man.

The daughter of one of his victims doesn't think Roy should be released at all, but she admits she was powerless to stop his release.

"It bothers me that he can go on with his life," Kim White told KATU News. "My mom didn't have that choice."

White would like to see Roy locked up for life after what he did to her mother and his own brother in 1984. Angry over a failed marriage and business, Roy plotted for one year, then hunted down and executed Richard and Ruby Roy.

The murders took place on Mother's Day in 1984.

"I took the water pipe and struck her twice and she died," Roy told a parole board in November of 2007.

His confession and claims that he was a new man thanks to rehabilitation programs and self-help books helped win his release.

"I'm deeply ashamed," he said, adding that those who knew the victims would have to "suffer for the rest of their lives."

White doesn't buy his apology. "I still don't feel like he's remorseful or sorry for what he did.  I feel like he just said what he needed to get out," she said.
 
Roy has to report to his parole officer in Clackamas County, but if it hadn't been for White putting up a fight, a paperwork error would have had him living in Salem, White's hometown.

"I didn't want him in Marion County," White said. "I don't want to feel uncomfortable."

Do she think he's still a danger to the community?

"Who's to say if somebody else makes him angry, I don't know," White said.

White said she has decided to move on and not dwell on Roy's release.

"Basically, I said to myself, he's taken my mother, I'm not going to allow him to take my life."

White plans to work as a victim's advocate and hopes to change statutes related to the release of criminals.
