Heated exchange over Costco location
By Dan BainROSEBURG, Ore. -- County commissioners again battled over a resolution that Commissioner Marilyn Kittelman presented a week ago, in support of the Costco location, and asking that former county commissioner Joyce Morgan withdraw her appeals on the county's approval of the Costco site. Three women from Canyonville presented the commissioners petitions with nealry 6,000 signatures in support of Costco coming to Roseburg.
Kittelman read a revised resolution, taking out the reference to the former commissioner, and asked the commission to pass that. "I don't believe we've jeopardized it in any way to hear it if it came here. Because what we're required to do, we can have all the ex-parte contact in the world, we have to say it, we have to admit it, we're not required to step down."
He said after consulting with the county's attorney and planning director, it was not a good idea to pass such a resolution.
"For us to start making comments on how we feel about it or don't feel about it, takes us out of the ability to hear it. So I'm reluctant to do that." County Planning Director Keith Cubic said he felt the resolution was not appropriate considering the commissioners could be asked to hear the appeals if they were sent back by L.U.B.A. "I think the most appropriate thing you can do is simply say the planning department acted correctly and you believe that, because we've approved Costco. I don't think the resolution is appropriate, I don't think it's the most appropriate tool and I think it does, it complicates the activity that's going on at L.U.B.A. right now." Kittelman made a motion to accept the resolution anyway, but it failed.

Commissioner Doug Robertson said the county has already approved the Costco location, and now its up to the state Land Use Board of Appeals (L.U.B.A.).
