Resident wants city to foot the cleanup bill
By Glen Beeby KPIC NewsROSEBURG, Ore. -- A water main that broke earlier this week in Roseburg did damage to a local resident's home, and he says he shouldn't have to pay the clean up bill. Michael Cyphert told KPIC that the water did major damage under his home when it ripped off insulation, and it took over five hours to pump all of the water out.
Public Works Director Nikki Messenger, says pipes in this area can break because of the ground shifting and there is nothing they can do to predict when it will happen. "There is black mud in that area, it has a really big shrink swell factor when it gets saturated, and that will a lot of times affect the pipe and put it in a bind. Basically, the bottom and a part of the sides in a four foot section blew out." Messenger says the city's insurance company is now investigating the situation and has contacted the Cyphert family. Michael says he has also been talking with his insurance company to see what can be done. Cyphert says he did appreciate being contacted by the mayor and some of the county commissioners concerned with the issue. |

He says he doesn't have flood insurance and thinks the city should cover the damages. "That I have to take and pay for the damage on something I didn't cause, we pay fees, rehab fees to make these kind of repairs, and I think the city should be responsible."
