Have you seen this dog or his owner?

ROSEBURG, Ore. -- Authorities are asking for your help in locating a dog they say bit two people in Roseburg on Monday.
Douglas County Animal Control is looking for a brown two-tone Shepherd mix that bit two people at the Schumart’s Garden Valley Mini Mart in Roseburg just after 2:00 pm on Monday.
The owner of the dog is described as a man in his early 20’s with long brown hair tied back in a ponytail. Officials say he was wearing a baseball cap.
The Douglas County Health Department says the dog needs to be found for observation purposes only, as required by law.
Anyone with information about the dog or its owner should contact Douglas County Environmental Health at 541-440-3574, or Douglas County Animal Control at 541-440-4471.
Dogs bite people because people suck
I agree Ron, the owners should be more respectful of others on a walk. My dogs are seldom on a leash but when I say heal they fall into line. Dogs should not be allowed to approach anyone without an invitation. It is the owners responsibility to train their dogs. Don't like to train? Don't get an animal, that simple.
Animal Owners.... Most shouldn't be. Try taking a walk on the Stewart Park bike trail. Unleashed dogs everywhere... with their owners telling me... "oh they wont bite". That may be the case, however... what if I am terribly afraid of dogs... what if I was mauled as a child when I was young. Not that I was or am afraid of dogs... but it is my right to walk the bike trail, which has leash laws posted... and not be rushed by a dog wanting to sniff my man parts. I know for me... that's the last place I want an unfamiliar animal sniffing around. I never blame the animal for this intrusion... I blame stupid owners. And then there are the owners that DO keep them on the leash... but allow their animal to come sniff me anyway... as if I somehow wanted that or it was a privilege to have myself sniffed by FiFi. One lady actually told me that she was acclimating her dog, because it wasn't used to people?? Her dog was rushing everybody with half crazed eyes like it didn't know what it was supposed to be doing. Wow... Thank you ma'am... I will bring my doggy next time and have him sniff your parts. :)

This is the OWNERS fault and responsibility! I feel bad for the dog and the people who own this dog need to be held accountable.
Just saying cuz my best friends dog was taken from them and put to sleep by law. There was nothing to do. Person pulled up and regardless of the clearly posted "beware of dog" signs and my friend telling them to stay in the car they got out and the dog bit. People are more to blame. I say if the dog is up for observation then maybe they should observe the owner and the victims too. Figure out what exactly happened and why. Sounds to me like the owner should be held accountable from what I've gathered from this story
Dogs are dogs... and a dog loose on the streets biting people for whatever reason... needs to be addressed. Observation? Yes... What else should you do with a dog that is loose and biting people. You take them in and observe them, test them, whatever, to make sure the dog is healthy. If no owner claims the animal, then I assume it will have the same fate as all other unclaimed animals.
A very good point Candace some people are dumb enough to walk up to any dog then cry because they got bit and who's it come back on the dog ....My border collie is the most loving loyal dog I could ask for but just let someone he don't know come around me or my grandson's and its a different story and he will bite ...He was not trained that way that's just the way some dogs are people should respect that and leave dogs they don't know alone ....Media hype is the worst seem's it always the dogs fault when in fact most the time its not ........
@Betty Koegler I was the 2nd person bit. I did nothing threatening but try to walk by, and yet I was lunged at, gouged in the knee, bit in the stomach, and bit on the hand as I tried to push the dog away. The other lady did nothing but try to walk on the other side of a parking space from the dog, and she was bit multiple times on the elbow. But hey, it's easier to blame the victim that has medical bills to pay out of pocket because some people don't know how to raise and care for an animal.
I dont know the dog nor the people who got bit, but we need to also take into consideration what the people were doing. Were they threatening the dog or comming at the dog in a threatening matter? Dogs are very protective, even when they are not in their "territory". Just saying.
They can't put the dog down at least not until it has been under observation for 30 days.Then it depend on the dogs track record. This dog is dangerous either way.
They dont always put dogs down like that... I remember a similar case my husband was a witness to and they wanted the same, the dog for observation. Dont think thats too much to ask. Although if this dog bit two different people it sounds like the dog may have some issues.
For observation purposes only? Sounds like a trick. They put dogs down for that. Like its the dogs fault

What Kind of dog is it?
Hope they find them and can verify the dog has had it shots. One of the people that was bit 2 times by this dog is my coworkers mom :-/
