Man jailed after wild ride down S. Umpqua River
A Roseburg man is behind bars Monday morning, after Sheriff's deputies say he led police and fire crews on a dangerous trip down the South Umpqua River on a loose dock.
According to the Sheriff's office, just before 4:30 p.m. on Sunday, reports started coming in about a man floating down the fast moving river.
When emergency crews arrived, they say they found Larry Allen Strain, 59, floating downstream on a dock that had his boats tied to it.

Deputies say the dock had come loose at the end of Neill Ave.
Crews from Douglas County Fire District #2 attempted to get the man into a water rescue boat, but they say Strain refused.
According to officials, Strain told them he wanted them to get a bigger boat and push his dock to shore. Authorities say Strain was warned that he would be arrested if he did not get in the rescue boat.
Rescue crews also tried to give Strain a life jacket, which they say he also refused.
Deputies say crews were able to throw a life jacket to Strain as he passed under the Melrose bridge.
Sheriff's deputies launched another rescue boat at River Forks and headed upstream, "despite the extreme risk due to the water level, swiftness and the large amount of logs and debris in the river."
Strain eventually gave up and got into the boat with authorities somewhere between the Melrose bridge and Singleton Park.
Strain was taken into custody at River forks Park and lodged in the Douglas County Jail on charges of disorderly conduct and six counts of reckless endangering. His bail was set at $40,000.
Officials say the dock and boats continued on down the river.

It is easy to see the hoodlums in Douglas County, they wear Badges. At least they did not shoot him, though I am sure it crossed their minds, all we get anymore is the rejects from California.Â

The Master/Owner of a vessel underway on a navigable river (Umpqua) and in distress has unlimited rights to save their vessel. Â These laws go back hundreds of years. Â Get a good lawyer and the local Sheriff could be made to pay for the loss of vessels, because they interfered with the Master's efforts to save them.

I was once busted for no PFD in FERN RIDGE 200' from shore by a kid sheriff 'rescuing me in a 16 drift boat altho I had throwable and learned to swim in that mudhole 50 years ago!In the no wake zone. Had I been swimming naked or on a tbe or air mattress I would have been 'legal' $242 fine. IDIOT HYPOCRITES WHATS NEXT BUSTING all the rafters on 'KISSOFFERS' sacred north fork? Oregonian since before 1859 Wish I could afford go find his boats and his dock which is probably the largest pontoon boat down to run this river.

I saw 5 boats tied to this shaky dock last summer, all clunkers. I wondered at the time what would happen when the river came up, so I'm not surprised. What a dangerous, stupid thing to do. He probably would have drowned before River Forks if the Sheriff's Dept. hadn't save him. Thanks for being there, guys.
 @umpqua rafter are you for real i didnt do this on purpose and just for your information i wasnt saved by the douglas  county sheriffs and i did not drown by the time igot to the forks all i got was arrested  for trying to save the boats and dock that had slowed way down an could of been pulled right to shore and tied off and before you start thanking people you should no what your talking about

 @umpqua rafter The fish do not care if you catch them out of a $10 boat or a $10,000 boat. He obviously built a dock that could withstand a raging river and still be able to walk from end to end of it without being tipped overboard (like in a little red rubber dingy). He was more worried about how his weight would make the rescue boat much more dangerous than his sturdy dock. What makes you think he would intentionally let his dock be carried away during high water? I believe the person who sent those "greenhorns" out to "rescue" Larry, should have assessed the situation FIRST. Was Larry in distress? Was he drowing or going under? No. He may have just SAVED the lives of the rescuers by NOT complying with their demands. It was all happening so fast yet Larry stayed pretty calm because he knew exactly where the safest place would be for ALL parties involved.  And that was .... the arrest location which should have been the rescue location.  DO WE HAVE TO SHOOT LARRY TO RESCUE LARRY?

Douglas County Sheriffs out doing their best to win over the hearts and minds of the hard working people they work for (the taxpayers)Â Good luck next time you need more money guys, I'm doubting the taxpayers are going to vote in your favor after pulling a stunt like this.
