Police: Man sexually abused teen after giving her booze, pot

EUGENE, Ore. - A 55-year-old registered sex offender faces allegations he gave a 15-year-old girl pot and booze at a party and then sexually abused her.

Oregon State Police arrested Melvin "Bud" Richard Stout Jr. on Thursday. He faces charges of Sex Abuse in the First Degree, Online Sexual Corruption in the First Degree, Endangering the Welfare of a Minor and Unlawful Delivery of a Controlled Substance (Marijuana) to a Minor.

The girl told a state police detective Thursday that Stout gave her alcohol and marijuana on more than one occasion, including a part in the Crow area in June, state police said.

Stout also exchanged sexually explicit photos with the girl on the night of the party, state police said.

Police said Stout is a registered sex offender in Oregon based upon a 1996 conviction for Sex Abuse in the First Degree. He did not qualify for notification as a predatory sex offender and was in compliance with his annual registration requirement, police said.
