Sheriff: Driver in deadly crash distracted by cell phone

Doug Carroll died at the scene of the crash. His family said he played tennis and volunteered at the local YMCA. Carroll was an avid motorcyclist and bicyclist, attending both biker rallies like Sturgis and bicycle events like Cycle Oregon and Seattle-to-Portland.
