In this March 30, 2012 photo, water flows from the headgates of Ady Canal into the Lower Klamath National Wildlife Refuge near Tulelake, Calif. The refuge stands in line behind endangered fish and farms for the scarce water of the region, and this year has received only enough to flood half its wetlands.
