I looked up so Laws about locking gates at schools and other campus type area and have this for you readers to read and I ask you dose it look like they are legal to you.
National Fire Protection Association’s Life Safety
Code (NFPA 101), 2006 edition:4
■ Section 7.2.1.5.1. Doors shall be arranged to open readily
from the egress side whenever the building is occupied.
■ Section 7.2.1.5.2. Locks, if provided, shall not require the
use of a key, a tool, or special knowledge or effort for
operation from the egress side.
■ Section 7.2.1.5.6. Key operation shall be permitted,
provided that the key cannot be removed when the door is
locked from the side from which egress is to be made (per
Sections 14.2.2.2.3 and 15.2.2.2.3, New and Existing
Educational Occupancies).
In addition to the these requirements, fire and safety
regulations mandate that doors in spaces that can be
occupied by more than 50 people (usually 1000
square feet) must be equipped with panic bars.5 This
applies to any large space in a school, and to the
school itself

You are citing NFPA regualations about buildings. The codes are specifically talking about DOORS not GATES. A gate and a door are two different things. Do more research before you start tooting your horn trying to make yourself sound smart about laws

I believe that you make some valid points as to the safety of the children in case of an emergency. I would be concerned about my child being locked in. However, going through the proper channels within the school district is how I would handle it.

It appears to me, from your photos, that the only gates that are locked have a lock labelled Fire Department, to which the Fire Department presumably has a key.
